Remote Deposit Capture: Who's in Charge Here?

According to Lee Kidder, Corporate Vice President, Strategic Market Positioning, Fiserv, Inc., this is what appears to be happening now with remote deposit capture (RDC).  The level of customer interest and demand has surpassed the capability of banks to keep up with it, and banks find themselves in the defensive posture of declaring that they must put remote deposit capture at the top of their IT priority list as a matter of strategic survival. 

If this is all accurate, or even mostly so, it provokes a question that has enormous implications for the future of remote deposit capture and what it means to banks.  Who's really in charge here?  Who is driving the RDC bus - banks or customers?  Or, as some analysts are speculating, is the hype about RDC driving everything?
